"Although what deserves apology differs from culture to culture, the Japanese apologize frequently. This is because apologies do not just mean the admittance of one's failure or guilt. Rather, apologies indicate that a person recognizes that his or her failure to meet the expectation of others is his or her responsibility. This in turn relieves the blame on others, and therefore shows thoughtfulness and kindness toward them."
